Huynh was sued in civil court for an on-duty incident which occurred in 1998, along with the other officers who arrested the Plaintiff and the EPS itself. The Plaintiff alleged that the officers who arrested her used excessive force causing physical, emotional, and mental damage. Huynh and a second officer dragged the Plaintiff along the floor when she refused to leave, and the second officer kicked her in the head. The Court found EPS liable and awarded damages.
